2019 MITRE CDO SUMMIT

The Foundations for Evidence-Based Policymaking Act was signed into law in January 2019. It includes the OPEN Data Government Act (Title II) and is focused on strengthening privacy protections, improving secure data access and enhancing government evidence capacity across federal agencies. This legislation requires all federal agencies to establish a Chief Data Office (CDO) position and to participate in a Federal CDO Council led by the Office of Management and Budget (OMB). The roles and responsibilities of the CDO are identified and include coordination with several other senior roles, including the Chief Information Officer (CIO), Evaluation Officer and Performance Improvement Officer. These positions facilitate leveraging data as a strategic asset in support of mission. The Act also requires making mission and business data available to the maximum extent, in open formats that are machine-readable. This has implications for data cataloging, content discovery and data sharing with customers. With this open, big-data resource, comes the responsibility to ensure ethical use of the data and developed analytics, fit for use, leveraging Artificial Intelligence (AI) and Machine Learning (ML). With the emerging advances in AI and ML, the need for effective CDOs will be critical to mitigate associated risk. Lessons learned across the Intelligence, Department of Defense (DoD) and civilian agencies coupled with the Federal Data Strategy and Action Plan will help to set the CDOs up for success.
